Definition
A WhatsApp AI agent is an AI system connected to a business’s WhatsApp number through the Business Platform that understands what a customer writes and then takes actions to finish the job. Where a chatbot follows a script and a plain AI assistant only answers, an agent calls tools: search the catalogue, build a cart, send a payment link, check an order’s status, book an appointment, raise a ticket, write a CRM field or hand the conversation to a person. Each tool is an action the business allows, and good platforms let the business choose which actions run on their own and which wait for approval. Since 15 January 2026, Meta’s WhatsApp Business Solution Terms bar providers whose primary function on the platform is a general-purpose AI assistant or model; agents that serve a business’s own customers remain allowed.
How it applies in India
In India the agent’s value comes from closing the loop inside the chat: the customer writes in Hindi, English or Hinglish, pays by UPI from a payment link and receives a GST invoice in the same thread. Meta also offers its own Business AI in the WhatsApp Business app, launched for eligible Indian small businesses in May 2026. Is a WhatsApp AI agent allowed under Meta’s rules?
Yes, when it serves the business’s own customers. Meta’s terms, effective 15 January 2026, prohibit providers whose primary function on the WhatsApp Business Platform is a general-purpose AI assistant or model; a business using AI for its own support, sales or bookings is not affected. The agent must still respect opt-in, the 24-hour service window and template rules, and give customers a way to reach a person.
How is an AI agent different from a chatbot?
A chatbot answers from a script or a knowledge base. An agent decides what to do next and does it with tools: creating the order, sending the payment link, booking the slot or updating the CRM. Most deployments use both: rules for predictable steps, an agent where customers write freely.
What does a WhatsApp AI agent cost?
Two costs add up: the platform’s fee for the agent and Meta’s message charges. Replies inside the 24-hour service window are charged at Meta’s utility rate from 1 October 2026, after the first 1,000 a month per business number. Meta’s own Business Agent on the WhatsApp Business Platform is billed per token from 1 August 2026, which Meta puts at about 4–5 US cents a message.
