Best for: Rain, strikes, or a closed campus. Keeping the time unchanged is what stops the confusion.
4. Makeup class scheduled

Best for: Within a day of a cancellation. Closing the loop is what keeps parents trusting the timetable.
5. Institute closed (holiday or emergency)

Is a class reschedule Utility or Marketing?
Utility, comfortably. The student is already enrolled and this concerns the service they are receiving, so it is billed at roughly ₹0.115 per message in India rather than the roughly ₹0.8631 Marketing rate — around 7.5x cheaper. There is no promotional content in a reschedule and there should never be any: nobody wants a summer-camp offer stapled to the news that today's class is off.
How quickly should a cancellation go out?
Before the child leaves the house — that is the only deadline that matters. A cancellation notice that arrives at 9:15am, when the class was at 9, has not informed anyone; it has merely documented a failure. Fire it off the timetable-change event automatically, and if a decision is made at night, send it at night.
