Should I put the account balance in the message body?

Think carefully about it. A balance in the visible body shows up in a lock-screen notification preview, where anyone glancing at the phone can read it. For high-value accounts, put the amount credited in the body and the balance in an attached statement instead. For everyday accounts most customers prefer the convenience — but it should be their choice, not a default you imposed.

How fast should a credit confirmation go out?

Within seconds of the credit clearing, fired automatically from the payment or core-banking event. The entire value of this message is that it arrives before the customer thinks to check. A confirmation that lands an hour later has already been beaten by the customer opening their banking app, and has saved nobody anything.
