Is a new model launch Utility or Marketing?

Marketing, without any argument. It promotes a product the customer has not enquired about, so it needs an approved Marketing template at roughly ₹0.8631 per message in India — around 7.5x the ₹0.115 Utility rate — plus explicit marketing opt-in and an opt-out hint in the copy. Dealerships sometimes try to disguise a launch as a "service update" to get the Utility price. Meta reclassifies it, and your quality rating pays for the attempt.

Who should actually receive a launch broadcast?

People who plausibly want that car: past enquirers in the segment, existing owners due for an upgrade, and anyone who opted in for launch news. Blasting a ₹40-lakh SUV launch to your entire database earns you blocks, and blocks damage the WhatsApp quality rating that governs your messaging limits for every customer you have — including the service reminders that actually make you money.

Can we say prices are going up to push bookings?

Only if the manufacturer has actually announced a revision, and then say it as a plain fact with the date and the two prices. Invented urgency is the oldest trick in the showroom and buyers have long since stopped believing it. A customer who books under a fake deadline and later discovers the price never moved does not come back for a service, let alone a second car.
