Is an open house invitation Utility or Marketing?

The invitation is Marketing — it promotes an event to people who have not transacted with you, so it needs marketing opt-in, an approved Marketing template, and an opt-out line, at roughly ₹0.8631 per message in India. Interestingly, the RSVP confirmation you send afterwards is Utility at roughly ₹0.115, because by then the person has registered for something specific. The invite costs about 7.5x what the confirmation does, which is a good reason to invite carefully and confirm generously.

Does an open house invitation need the RERA number?

Yes. It is an advertisement for a registered project, and RERA requires the registration number on advertisements regardless of the medium — WhatsApp is not carved out.
